National Capital Act, page 79 0f 96. Part 1 - The Commission is, for all purposes of this Act, an agent of Her Majesty, and its powers under this Act may be exercised only as an agent of Her Majesty.
2. The Commission may, on behalf of Her Majesty, enter into contracts in the name of Her Majesty or in the name of the Commission.
3. Property acquired by the Commission is the property of Her Majesty and title therefore may be vested in the name of Her Majesty or in the name of the Commission.

The citizens of Canada do not own the Rideau Canal. That is why Parks Canada told the United Nations that the government of Canada cannot control what happens to the waterway and adjacent land. (Google: May 2018 - "State of Conservation Report-Rideau Canal" and go to "November 14, 2019.") And why high rise towers will be permitted to block views of the Rideau Canal at Dows Lake, resulting in the UN removing the UNESCO designation from the waterway.
Also, all the infrastructure in the National Parks and Historic Canals will be sold---bridges, dams, culverts, highways, etc., Google: "Rideau Canal bridges and dams are prime candidates for sale."
