The Government of Ontario is selling land near the Village of Portsmouth in Kingston.

Infrastructure Ontario is privatizing/selling much of the Kingston Provincial Campus, and the land will be subdivided:
1.) Residential Uses:
  • multiple family dwellings
  • Senior Citizen apartments
  • Residential Care facilities
  • Accessory buildings to any permitted use.
11.)Non-Residential Uses:
  • Retail Stores
  • Neighbourhood Stores
  • Food Stores
  • Offices
  • Banks or Financial Institutions
  • Restaurants
  • Restaurants, take-out
  • Libraries, art galleries or museums
  • Day care centres
  • Accessory buildings to any permitted use.

If the City of Kingston is designated a UNESCO World Heritage Site the proposed development will not even get off the ground, metaphorically speaking.
Several historic buildings are located on the the King Street campus, including Rockwood Villa, the Leahurst, Rockwood Hospital, Beechgrove and South Cottage buildings.
 Infrastructure Ontario (the Ontario Realty Corporation) privatizes provincial government land, buildings and landmarks.
 The Province of Ontario promised that Rockwood and the other historic sites would not be flattened.

However, once a government property is privatized, the public loses all control over what happens to the property.. See what happened to the denationalized Chateau Laurier Hotel, and the de Havilland Building, the New Westminster Pen in British Columbia, the hundreds of Canadian National Railway train stations...
The Bowmanville Prisoner of War Camp was an Ontario Realty Corporation Crown asset, and it was left to rot, instead of being recognized as a National Historic Site of Canada. Camp 30 in Bowmanville was a filming location for the science fiction television program "12 Monkeys".

Rockwood Hospital is a limestone building that was constructed by Kingston Penitentiary inmates. That information is important, if the City of Kingston is nominated a United Nations UNESCO World Heritage Site. Several places in Canada  are UNESCO World Heritage sites, including Lunenburg, Nova Scotia and parts of Kingston and Quebec City. The Australian Convict  properties were saved by the United Nations.

Sydenham Village in Kingston is protected by the Ontario Government, because it is a  Heritage Conservation District;
    " The district is a stable, pedestrian-focused historic neighbourhood of human scale which is a significant heritage resource to be conserved and protected from proposed changes that could undermine its heritage attributes including:

  • varied ages, styles and types of buildings;
  • important civic buildings;
  • landmark buildings that dominate the skyline;
  • prominent buildings at street corners;
  • protected views to the lake and parks;
  • tree-lined streets and dominating rear yards;
  • historic landscape elements;
  • a generally high standard of care and maintenance for buildings and landscapes;
  • physical evidence of historical association with every stage of Kingston's history;
  • proximity to the downtown main institutions (hospitals and a university) and a lake.

Politicians in the City want to see the Village of Portsmouth  protected by the United Nations (UNESCO) and the Province of Ontario:

The City intends to investigate areas for designation as heritage conservation districts, including but not limited to
b.) Kings Street West from Portsmouth Village to Barrie Street;
c.) Portsmouth Village

Protection for a Threatened Property
Sometimes, it is only when a property is threatened that a community recognizes its value. Municipal councils can use the Notice of Intention to Designate as a way of preventing the demolition or alteration of a threatened property that may be worthy of designation.

What are they going to do with the Rockwood Hospital?

11 months ago - Kingston gamer - Planning and rezoning is underway for the entire property to allow new residential construction and repurposing the heritage buildings that are there...there will be lot of people living there, with some high rise buildings toward the eastern side of the property..
