A Petition to Prime Minister of Canada Justin Trudeau.

E-Petition - E-1667-COMMERCIAL DEVELOPMENT OF LAND
42nd Parliament
Presented to the House of Commons October 5, 2018.

Whereas:
  • The Canada Lands Company (CLC) presented a" Preliminary Master Plan for the Revitalization of the Old Port of Montreal".
  • This plan profoundly changes the use of Clock Tower Quay, which runs along the river and is home to the Clock Tower, a historic and iconic monument of Old Montreal;
  • This plan provides for the construction of a number of buildings that would block one of the rare views of the river and increase the amount of concrete and heat islands;
  • This plan involves handing over a large portion of the Clock Tower Quay to the private sector for businesses, restaurants, a hotel and a multi-level parking garage, which will create serious traffic and safety problems.
We, the undersigned, Citizens of Canada, call upon Member of Parliament Justin Trudeau to order:
  1. That CLC not be allowed to privatize the use of the Clock Tower Quay area;
  2.  That CLC revise its plan, to better integrate it with the City of Montreal, particularly as regards planning and safety;
  3. That CLC showcase the Clock Tower historic monument.
  4. That the Clock Tower Quay area become a harbourfront pedestrian park that maximizes views of the river and green spaces while giving priority to public transit, and
  5. That any redevelopment be done according to sustainable development principles.

The petition was presented to the City Council of Kingston, Ontario.
(Many people are opposed to the huge redevelopment of the Prison, Department of Fisheries and Oceans land and a city-owned park. The park was a gift to the City  from the taxpayers of Ontario, during the 1976 Olympics.)

The Canada Lands Company and the Toronto waterfront.
During the years 1983 to 1984, the CLC managed a number of subsidiaries:
Canada Lands Company (Le Vieux-Port de Montreal) Limited.
Canada Lands Company - Vieux-Port de Quebec ) Inc.
Canada Lands Company (Mirabel) Limited;
Canada Harbour Place Corporation.

The Queens Quay West Land Corporation was also a subsidiary of the CLC. The mandate of the QQWLC was:
     "to manage and dispose of certain federal properties in the Toronto waterfront area."
Much of the Toronto waterfront was Canadian National Railway land. When the CNR was privatized in 1995, the real estate was transferred to Canada Lands Company a.k.a. CN Real Estate for disposal. The property should have been given to the Crown corporation that operates passenger trains in Canada, Via Rail.
 The CLC manages the CN Tower, which is "non-federal owned"; demolished a roundhouse to create space for the Skydome and Skydome Hotel in Toronto; and sold much of the Toronto waterfront to real estate entities.

The CLC is planning to drastically change the Old Port of Montreal, including Pointe-du-Moulin, where Silo Number 5 is located, see the CTV News video "Old Port planning massive redevelopment including condos, stores and parks". A 23-storey hotel will also be constructed...the Crown corporation also wants to see a hotel and townhouses on the grounds of a partly-demolished Kingston Penitentiary.
Heritage Montreal had this to say about the proposed changes to Silo Number 5:
     Threat(s):
Inappropriate/incompatible use: Land use intensification or modification threatens to affect the physical, cultural and historical integrity of the site or neighbourhood."
