A statement by Ottawa City councillor Riley Brockington, December 1, 2020.

 "FEDCO has approved my motion, moved by Coun. Dudas, to slightly alter the ward boundary between Capital and River Wards, by moving the Dow's Lake Pavilion parking lot into River Ward to ensure the entire Ottawa Hospital project is in one ward." Are you aware of the fact that:

The Central Experimental Farm is a National Historic Site of Canada and a National Interest Land Mass. 

The Historic Sites and Monuments Board designated the property a National Historic Site and a Cultural Landscape in 1998.

Prime Minister of Canada Louis St-Laurent wanted the entire Experimental Farm to remain an open area in perpetuity:

 Cabinet Conclusions, March 19, 1954.The City of Ottawa is honouring a 40 year old Kanata Golf and Country Club agreement, that 40% of the area will remain a green space. (From a recent CBC article by Kate Porter.) Why is the 1954 Cabinet document being ignored? 

 According to Member of Parliament Pierre Poilievre, the Dow's Lake parking lot is worth $4 million dollars, and it was given to the hospital.
Canadians from coast to coast to coast never voted for this massive transfer of wealth from the federal government to a provincial institution. A Research and Educational Institution is being constructed on the Dow's Lake parking lot. (Google: "New Civic Campus Walk and Talk" which is a YouTube video. newcivicdevelopment.ca.)  Will this land become a satellite campus? Are high rise buildings being constructed for out-of-town visitors, interns and students? Humane Society land on 101 Champagne Avenue in Little Italy was promised for Ev Tremblay Park---then the land was sold to a developer who built a couple of student housing towers.Why was the RCN Curling Club at Dow's Lake recently hit with a 1,000 percent increase in rent by the Department of National Defence? Why is the William Saunders Agricultural Building vacant?

 A municipal politician, Riley Brockington, has the power to decide the fate of the Dominion Observatory campus. The Dominion Observatory was modeled after the Royal Observatory in Greenwich, England, designed by Sir Christopher Wren in 1675. The Royal Astronomical Society of Canada is concerned about the future of the landmark, their video "RASC 2019 GA The National Heritage of the Dominion Observatory" is on YouTube. And they presented a plan to save the property "Preservation of the Dominion Observatory-A Proposal."

Bayshore is my neighbourhood and Carling Avenue is my street. Government officials are taking away MY LAND, MY BUILDINGS AND MY LANDMARKS. You tell us that we can view the Tulip Festival remotely, virtually. Are plans already in motion to sell the 22-acre Commissioner's Park on Preston and Queen Elizabeth Drive?  Your obsession with intensification is taking away green space, making neighbourhoods unliveable, damaging the tourist industry and depriving our grandchildren of their rightful inheritance.

The Province of Ontario will never permit the redevelopment of the Farm:
The 2014 Provincial Policy Statement under the Planning Act - Page 28/56:
2.3. Agriculture
2.3.1. Prime agricultural areas shall be protected for long-term use for agriculture.
The construction of a medical centre on this property will contravene :
  • The Ontario Heritage Act
  • The Planning Act
  • The Provincial Policy Statement.The 2014 Provincial Policy Statement states that "significant built heritage resources and significant heritage landscapes shall be conserved."
Purpose of the Ontario Provincial Policy Statement.
"Heritage conservation involves identifying, protecting and promoting the elements that our community values. A Cultural Heritage Impact Statement (CHIA) is the main heritage planning mechanism to assess and review the potential cultural significance of a particular resources, consider the impact of any proposed site development or alteration and recommend a general approach that best protects/conserves identified cultural heritage resources."

The Civic needs land for the following projects:
a.)  services for the care of dependents,
b.)  dental, pharmacy and educational services,
c.)  use as accomodation, clinic, food and services, facilities and retail, 
d.)  uses practised in community health hubs as may be directed by the Minister from time to time; including community centres, athletic facilities and non-governmental agencies providing public services,
e.)  diagnostic laboratory,
f.)  educational and research institutions,
g.)  parking (which includes, without limitation, the performance of the NCC sublease and transit services,
h.)  such other uses and services or uses required by the Minister or the Province for the treatment of patients by a Hospital,
i.)  multi-use pathway connecting to the community,
j.)  the performance of the Permitted Title.
