The federal department of Public Works is transferring Heron Road and Riverside Drive within Confederation Heights, to the City of Ottawa. "City Council shall support the ownership transfer from Public Works and Government Services Canada to the city, those portions of Heron Road and Riverside Drive that traverse the Confederation Heights area." The Yards is a residential and commercial development in Washington, DC and the land was federal property, a Navy Yard. The NCC is a federal Crown corporation that is supposed to represent all Canadians. How many of us want to give up green space THAT WE COLLECTIVELY OWN. 
Vincent Massey Park is part of the National Interest Land Mass, and the National Capital Commission cannot transfer, sell or subdivide NILM properties---"Land forming part of the NILM will be retained by the NCC in perpetuity..." (A government order created by Prime Minister Brian Mulroney and Minister of Public Works Erik Nielsen, to "rein in" the Crown corporation, and to prevent federal properties from becoming a land bank for the City of Ottawa.-Google: 1988-09-15-TB-re-NCC).
