Experimental Farm and the Greenbelt.

1.)  The Experimental Farm and the Greenbelt are National Interest Land Mass properties.
2.) The Department of Public Works is saying that Queen Juliana Park will be the location for a new hospital. And the National Capital Commission would have us believe that the $4 million dollar Dow's Lake parking lot will be reserved for parking. The truth is, these parcels of land are zoned Mixed Use, and the 99-year lease agreement between the federal government and the hospital affirms that parking on the Dow's Lake land will be "underground, surface or above ground." The City of Ottawa, Department of Public Works, National Capital Commission and the hospital have integrated their plans and their vision calls for a massive redevelopment of the Preston-Carling district including residential towers and a Station Area.
3.) A 1954 Privy Council document stated that the Experimental Farm will be an open area "in perpetuity."
4.)  Various levels of government have been coveting the Farm for over a century, that includes the City of Ottawa, National Capital Commission and Public Works.

More comments by the Hon. Marlene Catterall about the sale of Experimental Farm land.
House of Commons Debates, Official Transcripts-Hansard.
Marlene Catterall - Ottawa West-June 2, 1989.

Mrs. Catterall:
"This Government does not even believe in the market-place when it works to the benefit of Canadians. Why is it that Crown corporations are not subject to the same land disposal policy that ensures maximum benefits to the Canadian public on the disposition of assets? What are the rules here? Will it be a public process?
"I mention the sale of experimental farm land in Ottawa West in the last two years. These were lands that were appraised at $5.5 million, sold at $3.5 million. That sale was supported by a subsequent reappraisal that said they were really only worth $1.5 million to start with."

March 19, 1954 - Cabinet Conclusions-"The Central Experimental Farm should remain an open area in perpetuity;if it were ever desirable to move all or part of the Farm, the land should not be used for building projects but for a park or other open area." (National Archives on Wellington Street, Ottawa.)

Views of Queen Juliana Park which has been owned by Public Works since 1976.
The federal park will be a focus of intensification according to the document "Preston-Carling District Secondary Plan." High rise condominiums (30 to 50 storeys high) will be constructed next to arterial roads and Carling Avenue is an arterial road.
Prince of Wales Drive can be seen on the right and will most likely be widened to 4 lanes. All of the land within the red and blue lines are part of the hospital land deal.

Reimagine Ottawa-"New Civic Hospital Site"-It is important to note that this decision results in one of the largest and richest transfers of land from public to private in the history of Ottawa.

House of Commons Debates - Official Transcripts-Hansard. MP Marlene Catterall-Ottawa-Nepean-February 9, 1998.Statements by Members.Ms. Catterall:
"Mr. Speaker, last week the Secretary of State for Parks and the minister of agriculture designated the Central Experimental Farm in Ottawa as a national historic site.
"This does not mean that the farm will be frozen in time. It will continue to evolve as it has for 111 years, but it will evolve in a way that is consistent with the important contributions it has made to agriculture in Canada and internationally.
"It will be a permanent visible reminder in the nation's capital to all Canadians of the importance of agriculture to our economic and social development. The people of this region are proud of the nation's capital and it's national institutions. I know they will want to contribute to and be part of planning the future of the Central Experimental Farm, our newest national historic site."

  1. Any chance you can give me a citation for the "1954 Privy Council document stated that the Experimental Farm will be an open area "in perpetuity."" OK to use some of your research in our last ditch campaign? Any advice?
