Abstract: Since the mid-1990's, Canadian public real property (land, buildings and equipment) has been subject to regular scrutiny through bureaucratic procedures aimed at ridding the state's estate of all "surplus" properties. Surplus is transferred to Canada Lands Company, a state-owned enterprise charged with privatizing public land.

"If social forces can become involved before federal property is transferred to Canada Lands there is a greater likelihood of influence over the ultimate disposal, since it remains in the sphere of public demands upon government. Once Canada Lands Company has title the issue shifts to a business model; Canada Lands must operate according to commercial principles. In these conditions, bringing public influence to bear becomes much more difficult."
