The Battle for the Farm.

The loss of greenspace and increased traffic are major reasons why many people are opposed to the construction of a hospital on the Ottawa property.
1.)  "The hospital can take Tunney's as 7,000 people agreed to." Google: "Save Ottawa's precious urban greenspace - Change.org.
2.) A traffic impact study has not been conducted according to the Civic Hospital Neighbourhood Association. A study from the year 2002 concluded that nearby streets could not handle any more vehicles, Google: "Traffic study Central Experimental Farm Historic Site Management Plan" Page 7/20.

3.) The property is a National Interest Land Mass and a National Historic Site of Canada. Condominiums and health care centres would never be built on the Plains of Abraham in Quebec City. The Dow's Lake parking lot and an adjacent park facing Carling Avenue are zoned as Mixed Use.

4.)  "In the next decade the near west of Ottawa will see tens of thousands of new residents" - Google: 417 ramp closure at the transportation committee Kitchissippi.

There is massive opposition to the transfer of federal property to a hospital.

Comments to Ottawa politician Riley Brockington:
"I am appalled at the decision to build the Civic Hospital on the land of the Experimental Farm. The Experimental Farm serves as the Central Park of Ottawa. It's a people space used by citizens especially those of us in Kitchissippi  for walking in all seasons. I hope for a groundswell of opposition and failing that failed election results the next time the present city councillors are up for election given their betrayal of the needs of city people for a beautiful green space."

"This issue has indeed moved quickly with the initial announcement over a year ago made without any public consultation whatsoever...I missed seeking your seeking of input from Kitchissippi Ward residents."

The National Capital Commission wanted to preserve the Farm in the year 2017.

"The Central Experimental Farm, established in 1886, is a unique working farm in the heart of an urban region. The Experimental Farm is open to the public throughout the year, along with the adjacent Arboretum. This central asset of the Capital's urban green space network contributes to biodiversity and reinforces the link from the Rideau Canal to the Ottawa River ecosystems. In the coming years, the long-term ecological and scientific outlook for preserving the CEF and the Arboretum should be revalidated in an update to the existing 2005 plan." The Americans have a 446-acre National Arboretum in Washington, D.C. Perhaps it would be appropriate to designate the CEF a living museum, a museum without walls and Ottawa's National Experimental Farm.

The Dominion Observatory campus in Ottawa may disappear.

The campus is not part of a land deal between the Ottawa Hospital and the federal government, However:
"The first design concepts the hospital showed off for the new Civic at the end of January talked about preserving trees and open space on the property." (From:" Ottawa Hospital looks for ways to salvage heritage at Sir John Carling site." David Reevely, Ottawa Citizen.)
The reality:
At least 500 trees will be chopped down, according to a letter from former Ottawa Mayors Jacquelyn Holzman and Jim Durrell to the National Capital Commission.
Queen Juliana Park located at 870 Carling Avenue is zoned as Mixed-Use Centre not Open Space or Institutional. to see the map Google "Ottawa Hospital Official Plan and Zoning By-Law Amendment, May 9, 2017."
The hospital is demolishing the Sir John Carling Building cafeteria annex.

The hospital promised that the Dow's Lake parking lot would be preserved and the DARA Tennis Club would remain on the property. "The hospital took over a 99-year lease on the 50-acre site in February, which means that it now oversees the existing parking operation at Dow's Lake as well as a tennis club at the site that will remain once the hospital is built." The reality:
The DARA Tennis Club was evicted.
The parking lot has been rezoned as Mixed Use instead of Institutional. Residential towers can  be constructed on the land.

Historic trees and hedges near the DARA Tennis Club and Prince of Wales Drive are being sacrificed:
"AAFC is moving the historic hedge collection but the row of trees along Prince of Wales appear to have no future." (Google:"The Sir John Carling site, Greenspace Alliance of Canada's Capital.")
"Every spring blossoming crab apple trees transform Prince of Wales Drive as it winds through the Central Experimental Farm.On either side of the road, standing north and south of the roundabout, stand roughly 100 mature trees. Planted in 1952, they represent the better part of the Central Experimental Farm's Collection of the Lake Series of Rosybloom crabapples originated by Isabella Preston." Many crabapple trees that line Prince of Wales Drive are doomed. And the hospital is taking over a park that surrounds the Carling building site. This is another National Capital Commission blunder-remember Moffatt Farm and the Daly Building; the potential Major's Hill Park land that was sold to the American Embassy;the Conference Centre plan in 1966.
A few dozen politicians who lack any vision should not have the power to approve and fund (with our tax dollars) a project that will have a monumental impact on future generations; drive out thousands of wild animals; wipe out more than one hundred years of history. The time to stop it is now, we cannot wait until the surveyors and chainsaw crews arrive.




                                     








Many trees that line Prince of Wales Drive in Ottawa have no future according to the document "The Sir John Carling site - Greenspace Alliance of Canada's Capital". Queen Juliana Park was the location of Temporary War Building #8, and the land was supposed to be preserved as an open space after 1976. The Trudeau government gave QJP to the people of Canada after the temporary buildings were removed from the park and Dow's Lake.

The following properties have been rezoned to facilitate the construction of high-rise condominiums.
291 Carling Avenue - will see three mixed-use towers.
870 Carling Avenue - a federal park since 1976.
845 Carling Avenue - approved, two fifty storey towers will be built.

More heritage buildings that are no longer owned by the citizens of Canada.

Canada's federal properties are not protected.

The Dominion Observatory buildings are not part of the Civic Hospital/Experimental Farm land deal. But lease agreements are amended all the time.

The Sir John Carling Building, 930 Carling Avenue in Ottawa.
In 1971 Arthur Covington wrote a letter to Prime Minister Pierre Trudeau asking the PM to save the Dominion Observatory.
 The following terms mean nothing:
1.)  National Interest Land Mass -The Farm is a National Interest Land Mass, so is the Greenbelt.
2.)  National Historic Site of Canada.
3.)  Classified Federal Heritage Building and Recognized Heritage Building.
Fort York in Toronto is a National Historic Site of Canada but much of land has been divested and sold to condominium developers.Montgomery's Tavern on 2384 Yonge Street was a federal post office.The Kingston Penitentiary may lose 11 limestone buildings, the guard towers and perimeter walls.

The land that was allocated to the Civic was zoned as L3 until the year 2017:

The Civic Hospital relocation will destroy the Experimental Farm.

1.) The Dominion Observatory property- Buildings 3, 8 and 9 are already gone.

2.) The Civic Hospital evicted the DARA Tennis Club which is located near the vacant William Saunders Building.For more than 100 years the club was located there.

3.)  Plans are underway to demolish the Cafeteria Annex which is located beside the Sir John Carling Building site. Agriculture Canada wanted to create a visitor's centre in the Annex.

4.)  Queen Juliana Park has been rezoned to facilitate the construction of high-rise condominiums and they are going to be high. Many people in Little Italy and former councillor Katherine Hobbs are opposed to the redevelopment of the 33.5 acre federal green space.

5.) The Civic has indicated that they need more than 60 acres of land and that is why the Farm was chosen.(NCC Site Review for the New Civic Campus of the Ottawa Hospital.).Eventually the people of Canada are going to lose the K.W. Neatby Building and CFIA Lab on 960 Carling Avenue and the surrounding landscape.

6.) Prince of Wales Drive-Isabella Preston's crabapple trees will be chopped down so the Drive can be widened.

7.) At least 500 trees are endangered according to a letter on page 215 out of 256 pages of the "NCC Site Review for the New Civic Campus of the Ottawa Hospital".

The land mass allocated to the hospital in 2016:
North Boundary-Carling Avenue between Bayswater Avenue and Preston Street.
East Boundary-From Preston Street to Prince of Wales Drive.
South Boundary-From Prince of Wales Drive (600 metres) to 90 degrees west to Birch Drive.
West Boundary-From Birch Drive/Maple Drive up to winding Lane and back to Carling Avenue at Bayswater (quarter of a circle around the Dominion Observatory).

The future of the Dominion Observatory is bleak.

An Ottawa politician suggested that the property will be a casualty of the Civic Hospital's relocation to the Farm:
"Counc. Riley Brockington, who represents the newly leased land, has been trying to lock in lease conditions that would preserve many buildings on the property as possible, such as the Dominion Observatory."(Reevely:Feds say they'll pay $11.8 million to clean up new Civic site"- Ottawa Citizen, February 25, 2018.)
However, the Civic has indicated that the campus will interfere with their construction plans and they do not want irregularly shaped parcels of land. The Sir John Carling site was rated as "poor in that there are multiple heritage considerations, including intrusion into the present boundary of the Central Experimental Farm National Historic Site and proximity to the Rideau Canal UNESCO World Heritage Site and several federal heritage buildings. The West Annex may also require heritage consideration." (NCC Federal Site Review for the New Civic Campus of the Ottawa Hospital." Page 68/256, November 2016.)
The National Capital commission report suggested that heritage buildings could be moved to another location or demolished. As if the Dominion Observatory could ever be relocated.

Are all these people are going to give up their cars and use public transit?Many streets including Carling Avenue and Preston Street are going to be overwhelmed if a health care facility is built on Agriculture Canada land and a "wall of condos" are constructed along Carling.
I have lived near Carling Avenue for years and the noise from traffic does not bother me. Who are the puppet masters who control this city? What kind of legacy are we leaving for our descendants? I visited Greece 40 years ago and the smog was so bad it was affecting the Acropolis and other landmarks. The following traffic study is from the year 2002:

A wall of condos will line Carling Avenue in Ottawa.

"Queen Juliana Park is PWGSC future development lands. 15-20 storey buildings are planned, although the city will require park space/an urban square in the design when the property is redeveloped. Here is a comment from a recent city report:
     "The property located just west of the O-Train south of Carling Avenue, known by some residents as Queen Juliana Park, is neither a municipal nor a National Capital Commission park in land use terms.
The property is owned by the Federal Government. It was used a a war time facility until the early 1970's. It is designated Mixed-Use Centre in the Official Plan and is identified as part of the Station Area in the Strategic Directions. The Secondary Plan follows the Strategic Directions and clarifies and fine tunes the height provisions for the site.

The Arboretum
Arboretum could be in danger. There's a chunk of that that is part of the arboretum, a lot of rare old trees. It is a national treasure. Will there be some kind of reassurance given that when they go in there, are they just going to clear-cut or will there be some kind of protection for these beautiful old trees? This map is not accurate because the Dominion Observatory property is in "The Danja Zone"; the hospital does not want irregularly shaped parcels of land and Councillor Riley Brockington is" hoping" that the Observatory and other heritage buildings will be spared. No, they will not be spared, councillor. Trees in the Arboretum; the greenhouses, William Saunders Building, K.W. Neatby Building and CFIA Lab are also endangered.

933 Gladstone in Ottawa should be a national park.

 Return the land to it's rightful owners, the people of Canada. Ottawa Community Housing is creating a high-density village on the property and that includes high-rise condominiums. Are you trying to ruin Little Italy, Ottawa city councillors? The neighbourhood is already losing:
  Queen Juliana Park adjacent to the Sir John Carling Building site.It was designated as parkland in 1976 by Public Works and Government Services.
 Part of Agriculture Canada's Experimental Farm.
 The Natural Resources Canada campus on Booth is being redeveloped;
 Land behind the High School of  Commerce may be rezoned;
The Ottawa Humane Society at 101 Champagne Avenue next to Ev Tremblay park was sold to a developer who created two residential towers and 50-storey condos will be constructed on 845 Carling Avenue. Local politicians encourage people to ride bicycles and use public transit and recycle. But they are disinheriting our children and grandchildren by rezoning public property and funneling it to housing developers.

"The Central Experimental Farm is a National Historic Site and a cultural landscape of national historic significance as well as having significant local heritage value that contributes to Ottawa's distinct identity.
 It is owned and operated by the federal government as an active and operating agricultural research station, containing a complex of laboratories, research fields, offices, greenhouses and farm buildings, an arboretum, public gardens and museums. Many of those buildings and sites also have local heritage value. The Historic Site also accommodates part of the future campus of The Ottawa Hospital.(Amendment #214, July 17, 2018.)"

"Centred around the Carling Avenue O-Train/future LRT station along Carling and Champagne Avenues, the Station Area will incorporate a wide range of transit supportive use and see the tallest buildings and highest densities in the entire District. A gradual reduction in height and density from the centre towards the surrounding neighbourgoods as well as Dow's Lake and the Central Experimental Farm will be necessary to provide the desirable transition."

The Government of Ontario will never permit the construction of a hospital on the Farm.


The Civic will have to file a "Cultural Heritage Impact Statement" before the development can proceed. The proposed development contravenes:
  • The Ontario Heritage Act.
  •  The Planning Act.
  • The Provincial Policy Statement. (2014).
The 2014 "Provincial Policy Statement" specifies that "significant built heritage resources and significant heritage landscapes shall be conserved".

 The Experimental Farm is a National Historic Site of Canada and a National Interest Land Mass. Councillor Riley Brockington is hoping that the hospital will save the Dominion Observatory campus. "Counc. Riley Brockington...has been trying to lock in lease conditions that would preserve as many buildings on the property as possible, such as the Dominion Observatory."From an Ottawa Citizen article by Dave Reevely "Feds say they'll pay $11.8 million to clean up new Civic site."-February 23, 2018.

The 2014 Provincial Policy Statement
Purpose
"Heritage conservation involves identifying, protecting and promoting the elements that our community values. A Cultural Heritage Impact Statement(CHIA) is the main heritage planning mechanism to assess and review the potential cultural heritage significance of a particular resource, consider the impact of any proposed site development or alteration and recommend a general approach that best protects/conserves identified cultural heritage resources."
The health care facility will have a negative impact on:
1.) The Rideau Canal National Historic Site of Canada and UNESCO World Heritage Site;
2.) The 33.5 acre Queen Juliana Park, which was transferred from the National Capital Commission to Public Works and Government Services in 1976, with the understanding that the park would remain a green space.
3.) Commissioner's Park, which is a major tourist venue and a commemorative or memorial park.

 According to a document the Civic Hospital needs land for the following projects:

c.)  use as accommodation, clinics, food and services facilities and retail,
d.)  uses pracised in community health hubs as may be directed by the Minister from time to time; including community centres, athletic facilities, and other non-governmental organizations providing public services,
e.)  diagnostic laboratory
f.)  educational and research institutions,
g.)  parking (which includes, without limitation, the performance of the NCC sublease and transit services,
h.)  such other uses and services or uses required by the Minister or the Province for the treatment of patients by a Hospital.
i.)  multi-use pathways connecting to the community,
j.) the performance of the Permitted Title.

The K.W. Neatby Building and CFIA Lab at 960 Carling Avenue, Ottawa.
The greenhouses behind the CFIA Lab.
The William Saunders Building.
The Main Greenhouse Range or Motherwell Greenhouses.

National Historic Sites located in Canada's Capital. The Ottawa Teacher's College at 195 Elgin Street was purchased by the government of Prime Minister Pierre Trudeau in 1978. But the property was sold in 1986 to the Municipality and it is now part of Ottawa City Hall.


In 1998 Parks Canada designated the Farm a National Historic Site of Canada.

Universities are buying historic Canadian properties.

1.)  Carleton University - Dominion Chalmers Church, 355 Cooper Street, Ottawa.
2.)  Queen's University - Prison for Women National Historic Site, 40 Sir John A. Macdonald Boulevard, Kingston, Ontario. The prison was sold in 2017 to a developer who is building high rise condominiums on the land and converting the building into commercial and residential space.

The NCC has already sold Experimental Farm land for a subdivision.

Now they want to give 60 acres to a hospital that is already asking for more property so that they can expand.
A timeline - A March 19, 1954 Canadian Privy Council Cabinet document confirms that "The Central Experimental Farm should remain an open area in perpetuity."

 The National Historic Site encompassed 1,200 acres in 1974 according to Ottawa Journal newspaper articles "Conservation groups back the Farm" and "Farm out for homes: Whelan."
Front page Ottawa Journal article. Agriculture Minister Eugene Whelan said the CEF was "untouchable" and it would be sold "over my dead body."

1988- 91 acres were sold to the City of Ottawa.

2019 - The "Federal Directory of Real Property" website states that the Farm encompasses 1,050 acres. I believe the website is outdated because the Jean-Charles Chapais Agriculture Canada property in Levis, Quebec is included in the directory. And it was decommissioned years ago.
