An Ottawa City Councillor wanted to preserve Queen Juliana Park in 2014.

The Ottawa Civic Hospital is planning to create a new campus on the grounds of the Sir John Carling Building, which is surrounded by a federal park.

Proposed Motion No. PLC 77/4 submitted by Councillor K. Hobbs:
WHEREAS the Preston-Carling Secondary Plan proposes a Carling O-Train (Future LRT) Station;
AND WHEREAS the provision of expanded and enhanced greenspace is a key pillar in creating a sustainable, attractive and livable neighbourhood;
THEREFORE BE IT RESOLVED that Planning and Growth Management Department, when reviewing development applications for the properties currently owned by Public Works and Government Services Canada municipally known as 870 Carling Avenue and locally known as "Queen Juliana Park" that staff seek to maximize usable, programmable greenspace to create a district park and ensure safe and convenient pathways for cyclists and pedestrians to access and move through the space from the study area and the greater Civic Hospital area."

The National Capital Commission transferred the land surrounding the Sir John Carling Building to Public Works in 1976.

The Arboretum
Arboretum could be in danger. There's a chunk of that that is part of the arboretum, a lot of rare old trees. It is a national treasure. Will there be some kind of reassurance given that when they go in there, are they just going to clear-cut or will there be some kind of protection for these beautiful old trees? This map is not accurate because the Dominion Observatory property is in "The Danja Zone"; the hospital does not want irregularly shaped parcels of land and Councillor Riley Brockington is" hoping" that the Observatory and other heritage buildings will be spared. No, they will not be spared, councillor. Trees in the Arboretum; the greenhouses, William Saunders Building, K.W. Neatby Building and CFIA Lab are also endangered.
