"Why not build a hospital on the Plains of Abraham?"

Regarding Ottawa's Experimental Farm:
     "By ignoring the National Historic Site designation and forgetting the Farm's scientific role in his quest for votes, Mr. Baird has also signaled that every federal heritage site is up for grabs. If Carleton University or Algonquin College starts looking for its own 60-acre chunk of the Farm, how could Mr. Baird say no? If a hospital wants to build a new facility in Banff National Park, how could Ottawa turn it down?"
     "And then there's Quebec City. Plans are afoot for a new hospital there. Why not cede a chunk of the Plains of Abraham, a federally-owned park, for $1 dollar a year?
