Ottawa's Experimental Farm is a protected land mass "in perpetuity".

The Central Experimental Farm is a National Interest Land Mass. It is untouchable.
1.)  "To ensure that federal capital lands in the CCR (Canada's Capital Region) develop in a way that is appropriate to the Capital and respectful of heritage and the natural environment, the NCC prepares long-term visionary plans. The new Civic Hospital and Queen Juliana condos will have an impact on views of a UNESCO World Heritage Site, the Rideau Canal. The City of Ottawa's Committee of Adjustment rejected Larco's attempt to build a new addition to the Chateau Laurier Hotel---for the very same reasons why they will reject the new hospital:
     "Among the reasons for the refusal, the committee said the variance would allow for a new build that does not respect the landscape and character of the heritage features of the historic properties that surround the site, specifically those of the Rideau Canal, Major's Hill Park and the Parliamentary Precinct, in contravention of the policies currently in place for compatible design and protection of the views," (See "Protection of federal lands prominent in latest decision on Chateau Laurier" - Jon Willing, Ottawa Citizen newspaper, September 30, 2019.)
     The Committee of Adjustment will refuse any attempt to build a hospital on the Sir John Carling site and a wall of towers along Carling Avenue because the following views will be blocked, or heritage buildings and land will be encroached upon:

-Commissioners Park - a commemorative or memorial park.
-Dow's Lake/Rideau Canal National Historic Site of Canada and UNESCO World Heritage Site.The United Nations will remove the designation "UNESCO World Heritage Site" from the Rideau Canal, if a medical centre is built near Dow's Lake.
-The Experimental Farm, specifically the research fields, William Saunders Recognized Heritage Building, Dominion Observatory, the Arboretum and greenhouses.
-Queen Juliana Park, a commemorative or memorial park since 1976.
Dow's Lake is an important tourist venue and people from all over the world visit this destination.
1.)  In May the nearby Commissioner's Park displays tulips planted by the National Capital Commission for the annual Canadian Tulip Festival.
2.)  During the winter Dow's Lake freezes and becomes part of the world's largest skating rink and one of the primary sites of the Winterlude Festival in February.
3.)  There are two scenic driveways along either side of the lake, the Queen Elizabeth Driveway and Colonel By Drive.
4.) The Dow's Lake Pavilion is a popular site.

In the city of Toronto it is practically impossible to see Lake Ontario now, unless you live in one of the high-rise condos facing the water. The condominiums are jokingly called "Toronto's Wall of China." During the year 1978 I visited the lakeshore during the summer and I remember the many public beaches, thousands of trees, a dance pavilion from the 1940's, people riding on horseback the full length of the lake shore; picnic tables and benches, the wildlife...The government of Canadian Prime Minister Pierre Trudeau created a federal Crown corporation called "Harbourfront" in an effort to save Toronto's waterfront land for future generations.

The "Preston-Carling District Secondary Plan|City of Ottawa" should be tossed into the garbage where it belongs. The fingerprints of powerful real estate developers are all over it. Many people are adamantly opposed to the "Preston-Carling District Secondary Plan".

Urban Parks-NCC- Commissioners Park
"Follow the winding pathways and take in the explosion of colour in gardens filled with over 250,000 tulips. In summer, the tulips are replaced by thousands of annual flowers, which create beautiful scenic views of Dow's Lake in the background. Located at the corner of Preston Street and the Queen Elizabeth Driveway, Commissioners Park extends over 8.95 hectares (22.11 acres). It was built from the 1920's to the 1950's on the site of a former lumber yard owned by J.R. Booth."

Queen Juliana Park- condominiums will be built on part of the land.A Mr. Eady who was a Director of Gatineau Park convinced Public Works to give Queen Juliana Park to the people of Canada in 1976.
