The main reason why the Sir John Carling site was chosen as the location for a new hospital is because of "Flexibility for future expansion over and above what is currently planned." (Memo from Mr. Cameron Love, May 28, 2007-Google: Untitled - Greenspace Alliance of Canada's Capital.)
Permitted Auxiliary Uses
(a) services for the care of dependents,
(b) dental, pharmacy and educational services,
(c) use as accommodation, clinics, food and service facilities and retail,
(d) uses practised in community health hubs as may be directed by the Minister from time to time; including community centres, athletic facilities, and other non-governmental organizations providing public services,
(e) diagnostic laboratories,
(f) educational and research institutions (Will a satellite campus of Algonquin College be constructed on The Farm? In 2007 land beside Algonquin College was on a short list as a location for a new hospital--- savecfbrockcliffe.)
(g) parking (which includes, without limitation, the performance of the NCC sublease) and transit services.
(h) such other services or uses required by the Minister or Province for the treatment of patients to be provided by a Hospital;
(i) multi-use pathways connected to the community,
(j) the performance of the Permitted Title.

"Surrounding Space" means the lands abutting or being or lying beside and around the Lands (which includes, without limitation, HMCS Carleton, Carling Avenue, Preston Street, Prince of Wales Drive and the AAFC Lands.) (11) The Landlord's obligation in Subsection 9.1 (a) requires the Landlord to obtain approval including without limitation, a FLUDTA, before the demolition of the Annex Building. (Page 28/70.)
(Note: Agriculture and Agri-Food Canada employees wanted to transform the Annex into a visitor's centre--savecfbrockcliffe.) A FLUDTA is a Federal Land Use, Designation and Transaction Approval.
